RULES & POLICIES

  

  

PARTICIPATION RULES:

In all in-house leagues, Pinto through Pony, all players must participate in at least 1/2 of the innings in the field and be included in the batting order. (All players bat, regardless of playing in the field) Colt League and above, NO guaranteed playing time.

 

  

  

PITCHING RULES:

MLBA has very strict pitching rules that must be adhered to as protection against arm and elbow injury.

Minor League: 2 innings per game, max of 6 innings per week. 48-hr. rest REQUIRED. Week starts at 12:01 AM on Sunday.

Major league: same as Minor except player may pitch 3 innings per game, maximum 6 innings per week.

Pony League: 10 innings per week with a max of 7 innings per outing.

NOTE: In the Minor and Major Leagues, intentional Curve Balls are NOT allowed. This is to protect the player's arm. If determined that a player has a natural break due to his/her pitching motion, this is allowed.

 

  

  CODE OF CONDUCT 

  1. No arguing with the umpire,
    fellow managers, coaches, or parents.
    BE ON YOUR BEST BEHAVIOR ON THE FIELD.

  2. No alcohol, tobacco, or drug use by
    any player, manager, coach, or umpire
    on or at the field of play.

  3. No swearing or name-calling.

  4. Never use unfair play or intimidation to win.

  5. PARENTS AND SPECTATORS ARE
    ALSO EXPECTED TO ABIDE BY THIS CODE.

  

  DISCIPLINARY ACTION

Action will be taken after a hearing in which
an incident is presented to the disciplinary board,
which is composed of the executive board members
(President, Vice-Presidents, Secretary)
and the commissioner and Assistant Commissioner
of the respective league.

 

  • A. Violation of Rules 1, 2, or 3 of the Code of Conduct.

    • 1st violation: one game suspension

    • 2nd violation: three game suspension

    • 3rd violation: one-YEAR suspension 

  • B. Physical contact with anyone.

    • 1st violation: one-YEAR suspension

    • 2nd violation:

DISMISSAL FROM THE ASSOCIATION 

  • C. Use of an illegal player.

    • 1st violation: one game suspension

    • 2nd violation: three game suspension

    • 3rd violation: one-YEAR suspension
       

  • D. Use of a player not registered with the Association
    without the Association's permission

DISMISSAL FROM THE ASSOCIATION.

 

COMMENTS:

No manager can overrule an umpire's judgment call.

Ground rules for each field cannot be changed from game to game.

Managers can dispute a rule interpretation, not a judgment call,
provided dispute is presented in a calm, gentlemanly manner.

Umpires have the right to eject anyone,
including parents and spectators, form the field of play
for unbecoming conduct.

This is a baseball rule, not a Mt. Lebanon rule.

Most serious disputes occur when one side feels
it is being intimidated by the opposite side.

IS TO TEACH KIDS TO PLAY THE GAME OF BASEBALL!

  

TRAVEL TEAMS:

Each season, the Mt. Lebanon Baseball Association (MLBA) will sponsor travel teams for every age level comprised of regular baseball season participants beginning with age level 8 through age level 14. The number of travel teams per age level will be determined by the Travel Team Committee based upon participants, qualified Managers and support and interest within each age level. Within each age group, the teams will be referred to as Blue, Gold, White etc. All travel team programs will be under the direct jurisdiction and supervision of the Travel Team Committee and the Board of Directors of the MLBA.

UMPIRES:

Students in Middle School and Sr. High school who desire to become umpires as well as any adult who wants to umpire can check the Umpire section for the people to contact and fill out the registration form on that page. Note: You will be PAID for each game. MLBA will have training classes for all present and future umpires. Check the Umpire section for dates and the Calendar of Activities, information on the dates will also be announced in the Middle schools and Sr. High school as well as on cable channel #19.

  

WEATHER POLICIES: 

MLBA has the following weather policies in effect for the protection of the players, coaches, and spectators:

 

1. LIGHTNING:

As soon as lightning and/or thunder are detected, the playing field will be CLEARED. Players will wait in cars or in a closed shelter. They WILL NOT wait in dugouts, under trees, or in an unclosed shelter.

 

2. WET CONDITIONS/RAIN:

If the playing field is such that puddles are present and the field is slippery, and a dangerous situation exists, the field will be cleared and the game canceled. The canceled game will be rescheduled if at all possible.

 

3. COLD WEATHER:

Use common sense in dressing players. Baseball can and will be played in 40-50 degree weather when determined that no dangerous situation exists for the players. Spectator comfort is not an issue. Note: Western PA has cold, wet springs every year!

 

4. DARKNESS:

This should be viewed with the players' safety in mind. This is the UMPIRE'S DECISION. They are in as much risk as the players. When seeing the ball is a problem, the game will be called. Little League rules concerning completion of a game will be used. If the game is not complete, it will be rescheduled if possible.
